THE IMPASSE ON THE NDFP-GPH TALKS

by Arturo P. Garcia

Where does the road to peace in the Philippines lies?

A lot of people are wondering why while the Philippine Government is inching towards the passage of the Basic Bangsa Moro Law (BBL) in the Congress as the culmination of the GPH-MILF Framework Agreement signed in 2012, the GPH is not moving anywhere in its negotiation with the National Democratic Front (NDF).

While many of the political analyst understand that the Moro Problem in Mindanao is a regional problem, still it is a complex problem, many were surprised with the audacity that the Aquino III Administration was able to find a solution towards peace with the MILF in Mindanao.

And that is acceding to the demand of the MILF for regional autonomy under the GPH process and for the MILF who toned down its demand for secession or independence to regional autonomy, a big retrograde step towards peace.

But the road towards genuine, just and lasting peace in Mindanao and the whole Philippines is still long and torturous. This will the MILF find out as it embark on a social engineering experiment on “regional autonomy” with the passage of the BBL and the so-called “Bangsa Moro Autonomous Region” in 2016.

That is why despite the so-many prior agreements with the NDF, the GPH has chosen to go slow on the peace process with the it’s foremost social problem and according to the AFP,”The biggest threat to national security.”–the peace talks with the” communist CPP/NPA/NDF” as the government wanted to call them.

On the part of the NDFP Political Consultant, Prof. Jose Ma. Sison questioned President Benigno Aquino III’s sincerity in pursuing peace talks with communist insurgents after Aquino claimed that the rebels backed off special negotiations aimed at an indefinite ceasefire.

“He is out of his mind if he thinks that he can get an agreement on indefinite ceasefire without complying with the existing agreements and without a Comprehensive Agreement on Social and Economic Reforms at the same time,” Sison said in a statement.

He said the government has violated all the agreement it has signed with the NDF since the 1980’s “. Claiming that ” It is Aquino who lacks sincerity in peace negotiations between the [government of the Philippines] and NDFP,”Sion put the blame squarely on Noynoy Aquino.

Sison said. “He shows his bad faith, selfishness and incorrigible penchant for cruelty by putting in advance of formal talks his precondition that he will continue to violate JASIG and CAHRIHL.”
Sison issued the statement after Aquino claimed in a radio interview that Sison had proposed a “special track” aimed at an indefinite ceasefire, but the communist leader supposedly “took it back.”

For Sison.it was Aquino who was being insincere because of the government’s pursuit of NDF consultants in connection with “the baseless and false” Hilongos (Leyte) charge involving mass executions of communist rebels in the 1980s.

“He seems to be obsessed with going down in history with a legacy of cruelty comparable to that of Marcos and Arroyo in collecting political prisoners and allowing the military, police and paramilitary in perpetrating forced disappearances, torture, mass dislocation, demolition of homes and landgrabbing under Oplan Bayanihan,” Sison said.

Last month, former priest and a landlord scion from Negros, Luis Jalandoni told the media in a press briefing somewhere in Quezon City the intention of the CPP-NPA-NDF to resume peace talks with the government.

Even Armed Forces chief of staff General Gregorio Pio Catapang Jr. welcomed Jalandoni’s challenge to resume the peace talks.
Jalandoni said their willingness to resume talks was in response to calls of peasants and workers to work for genuine land reform and national industrialization.

“The NDFP was also responding to the efforts of peace advocates and the Royal Norwegian Government striving for serious peace negotiations between the Aquino administration and the NDFP,” he said.

More than 300,000 Filipinos have died during the 45 years of undeclared civil war in the Philippines.

It seems the road to peace in the Philippines is so thorny that we cannot find the proverbial light at the end of the tunnel.

ON MEMORIAL DAY 2015, WE HONOR OUR VETERANS!

JFAV UPDATES

ON MEMORIAL DAY 2015, WE HONOR OUR VETERANS!

Los Angeles– We in the Justice For Filipino American Veterans Day (JFAV) , remembered every Memorial Day until 2001, our Filipino World War II Veterans attend every Memorial Day events in our area.

But during that those Memorial Day, Racism always rears its ugly head. Our veterans are sidelined. They were never recognized in those events. If if ever, the most it is only lip service..

We shook our head and grit our teeth on the indignities suffered by our veterans every Memorial Day. Still, they wear their uniform and medals proudly., shed their tears bitterly during this ceremonies despite being unrecognized.

They were bussed to these events by American politicians, American veterans organizations and groups to cemeteries, veteran’s posts. community centers and markers just to boost the numbers of attendees. To serve as mere decorations and a captured audience.

Honor the Filipino WWII Veterans

Tired of these indignities some progressive community and evteran leaders and the youth and students of JFAV decided to have our own Veterans Day Parade in Historic Filipinotown to honor them starting November 11, 2001. Until today we have turned November 11 every year as our memorial day and a day of protest for them.

Not the American Memorial Day every last Monday of May every year when America honor its war dead numbering in millions who died for the American Empire.

Until now, for almost 70 years, we in the Justice For FIlipino American Veterans (JFAV) and the remaining 12,000 remaining living Filipino World War II Veterans are still unrecognized as American Veterans since the unjust Rescission Act of 1946 stripped the 426,000 Filipino Veterans their right to be American Veterans.

Until now, almost 70 years after, we in JFAV are still fighting for our veterans and widows for recognition and benefits.

But because the Filipino-American Community has been in the United States for more than a hundred years, they have contributed to America its finest sons and daughter to service its armed services,.

Thus we still honor our Filipino-American brothers and sisters and everybody from our community who served dutifully in its armed forces.

Especially those who fought for its war starting from Pvt. Tomas Claudio who died in France during World War I and the very many who fought for freedom during World War II. under the Philippine and American Flag and those who fought for America.

We say, Happy Memorial Day for All.

We Salute you!

FILAMS SUPPORTS PROTESTS /BOYCOTT OF CHINESE GOODS FOR CHINA’S INCURSIONS ON WEST PH SEAS

Los Angeles—Boycott Chinese Goods, Protests Chinese Bullying in the West Philippine Seas!

This was the united stand of Southern California FilAm leaders at TALAKAYAN sa FACLA last Thursday, May 22, 2015.

They reiterated their stand to join the protest against China at the Chinese Consulate in LA on July 24,2015 and the boycott of Chinse goods being called by the Filipinos for Good Governance based in San Francisco.

Boycott Chinese Goods

Dr. Orly Cagampan said,”I admired Indonesia’s President Widodo because he is a strong leader. He ordered the illegal fishing vessles from 11 countries like China blown up at the Indonesian territorial waters.

Unlike the Philippine leaders who only talked and did no action against Chinese incursions in the West Philippine Seas.”

Larry Pelayo also said, ”The Philippines is only relying on diplomatic solutions and even with the support from the United States cannot do anything with the Chinese constructions in the islands in the Spratley. Their planes were even shoed away by the Chinese in the latest events.”

Dr. Marc Caratao said,”the boycott is largely symbolic. But we have to do it to show our displeasure and protests to Chinese bullying in our islands and our seas.”

DACA/DAPA Immigration Reform Stalled.

BALITANG America(BA) correspondent Steve Angeles, a guest of TALAKAYAN, gave the audience a head’s up on the immigration stand-off on the DACA/DAPA hold ordered by the Texas Court.

Angeles said, “ We are expecting a decision within days. If the decision will not be in favor for the DACA/DAPA implementation that should have taken place yesterday, then the DAPA/DACA Reform formally dead.”

The TALAKAYAN FilAm leaders also discussed the contenders and possible winner on the US and Philippine Presidential elections.

US and Philippine Presidential Elections 2016

BA’s Steve Angeles added, ” at present there are at least 16 candidates on the first debate for the GOP. On the other hand the Democrats have only Clinton. But is too early to say who will win. The primaries are not yet over.”

Dr.Cagampan exclaimed, “No, as a registered Republican, One Clinton is enough” Dr.Caratao on the other hand said,” As a Democrat I say, Clinton candidacy and win is good for America.”

JFAV Leader Al P.Garcia noticed,”Both the GOP and the Presidential candidates for Philippines are both crowded. Erap Estrada,Marcos Jr, Cayetano,Trillanes, Escudero, Lacson, Duterte, Roxas, Poe, Binay have declared their intent to run for President on May 2016 elections,’

Dr Cagampan said” I will support Senator Poe if she runs as an independent candidate for President.”

Meanwhile. Al Garcia said, “ We will support Roxas-Poe or Poe-Roxas ticket if they run for 2016. It’s the sure winning ticket.”

EPCC NEWS
MAy 20, 2015

ALERT TO ALL FILIPINO AMERICAN COMMUNITY ACTIVISTS

Los Angeles–The present Greater Echo Park Neighborhood Council (GEPENC) is cooking up another scheme to emasculate the Filipino American community in Echo Park.

GEPENC is proposing to break up District 5 and creating a District 6 that they call East Beaudry District. They will make D5 as smaller district with only three (3) representatives.

As a move, the GEPENC is set to censure or remove the representatives of District 5 on their meeting on May 2o, a prelude to dissolving Ditrict 5 or breaking up.

District 5 at present is the most populous district and have 5 representatives. Now, they want to reduce it into a non-entity.

Plain and Simple Gerrymandering

This is what we call GERRYMANDERING. Let us foil and frustrate this long standing scheme of some anti-Filipino elements in GEPENC.

They wish to divide us by emasculating us and foster inter-ethnic division.

HUWAG MATING PABAYAAN ANG MGA MADADAYA, INGGIT AT GALIT SA PILIPINONG ELEMENTONG ITO.

IPAGLABAN ANG DISTRICT 5 NA BUO AT IISA!

Los Angeles—Where does the road to peace in the Philippines lies?
